Ghani blasts govt for not using allocated budgets
President Ashraf Ghani said Tuesday that five government departments have failed to use over $1.6 billion of their annual budget.
Addressing an event on the occasion of Education Week, Ghani stated the “blockage of billions of dollars” by these government departments is not acceptable.
Ghani stressed that if any department or government organization failed to utilize its budget within one year, “the budget for the office will be distributed (allocated) to other departments.”
“We do not have room to waste money,” Ghani said.
According to him, two departments have failed to spend a total of $1.6 billion.
Meanwhile, Ghani stated that conflict and insecurity has resulted in $1 billion in damage to the infrastructure in Afghanistan, including to that in the education sector, in the past year.
He also emphasized the need for the improvement of the quality of education in the country.
“What I want from our schools is for them to train people who could be able to lead all sectors in the future and fields of study must also be in line with the situation of Afghanistan,” Ghani said.
A Boeing 737-300 cargo aircraft operated by Ariana Afghan Airlines arrived at Kabul International Airport on Monday.
According to the airline, the aircraft will be used to transport commercial goods on international routes and has a capacity of around 17 metric tons of cargo per flight.
Ariana said it has signed a one-year contract with UAE-based Air Charter Express to operate the cargo aircraft.
Bakht-ur-Rahman Sharafat, head of Ariana Afghan Airlines, said the company is working to expand its air cargo network, to boost Afghan exports and to strengthen the country’s air transportation capacity.
He said the new cargo service will give Afghan traders an opportunity to transport their products to international markets more quickly, safely and at competitive rates.
Ariana said it aims to provide reliable and competitive air cargo services while strengthening Afghanistan’s connections with regional and international markets.

Afghanistan vows ‘appropriate response’ after Pakistani airstrikes in Kunar, Paktika
The Islamic Emirate spokesperson condemned the reported airstrikes, describing them as a continuation of what he called “crimes” against Afghan civilians.
The Islamic Emirate of Afghanistan (IEA) will deliver an “appropriate response” to recent Pakistani airstrikes in the eastern provinces of Kunar and Paktika, according to its spokesperson Zabihullah Mujahid.
In a statement, Mujahid said the airstrikes in Kunar killed three civilians — one woman and two men — and wounded four others, including two women and two men. He said all of the casualties were local residents.
Mujahid also said a residential house and a local shop were struck in Paktika. He said no casualties were reported in the Paktika incident.
The Islamic Emirate spokesperson condemned the reported airstrikes, describing them as a continuation of what he called “crimes” against Afghan civilians.
Mujahid further alleged that Pakistan’s military circle carried out the attacks to divert public attention from security problems inside Pakistan.
Security officials in Afghanistan’s eastern Kunar province say Pakistani military fighter jets carried out an airstrike on a camp housing earthquake victims in Nurgal district early Monday.
The strike reportedly took place at around 3 a.m., according to Farid Dehqan, spokesperson for the Kunar police.
Dehqan said the attack killed three civilians and injured four others.
