Dismissal of Cabinet Ministers to be Costly for Country, says Ghani

President Ashraf Ghani says the dismissal of cabinet ministers will be costly for the country in the current time.

President Ghani stated that the lower house of Parliament should stop pressing ministers and make a fair judgment.

He criticized the parliament and considered the interventions and the limitation of non-discretionary budget the main reasons for reduce of budget.

“Afghanistan’s cabinet has been framed in its format, the lawmakers should not put pressures on them,” President Ghani said.

According to the president’s view, 10 percent of employees in the ministries work instead of the other 90 percent and more than 60 percent of Afghanistan’s civilian employees are high school graduates.

“The capacity of minister and ministry should be distinguished, if a ministry does not have the needed capacity it won’t run it. The distinction between structural issues of ministries and responsibilities of ministers is a serious need,” President Noted.

He emphasized on increase of cooperation between the ministries, citing there is only ten persons who basically know the management of projects.

“Success in spending budgets in each budgetary year reflects the 5 to 10 years before it. We cannot consider the budgetary year as a benchmark,” Ghani added.

President Ghani is said to believe that the country should have a central budget and the expenses must be recorded in a comprehensive document that Afghanistan can reach to economic independence.

He stressed that nearly 25 international administrative operate as parallel in government institutions and the contractors have no will to implement the projects.
