The members of Wolesi Jirga believe the Population Census Act is almost finalized and the government should take necessary actions to issue electronic ID cards for organizing a better parliamentary election.

On Sunday’s session, the lawmakers declared that Computerized National Identity Cards (CNIC) was the only solution to the electoral problems.

The Law on Registration and Population Records has been already passed by the Parliament, however, is not signed by the President so far.

“Based on the Constitution, when a law passed by the Parliament is neither endorsed nor rejected by the President within two weeks, it is enforceable,” MP Ghulam Hussain Nasiri talking to Ariana News said. “Now the government is obliged to enforce the Act.”

But the Ministry of Interior Affairs assured it was well prepared to distribute electronic ID cards only if the Law was officially signed by the President and published on official gazette.

“Yes, the law is already passed by the Parliament but we await President’s approval,” MoI spokesman Sideeq Siddequi said.

According to electoral observers, the National Unity Government has failed so far to practice on its commitments of brining reforms in the electoral system of the country.

Abdullah Abdullah, the Chief Executive Officer of the National Unity Government promised Saturday to establish a commission immediately in order to bring fundamental reforms in the election system of Afghanistan.
