Khalilzad says Pakistan might be using migrant expulsions to infiltrate ISIS into Afghanistan

Washington’s former special envoy to Afghanistan, Zalmay Khalilzad, said in a social media post on Wednesday that he is concerned Pakistan might be using the expulsion of refugees as a cover to send in ISIS fighters into Afghanistan.

In a post on X on Wednesday, April 16, Khalilzad said: “Knowledgeable people tell me that they are concerned that the Pakistan establishment might well be using the expulsion of Afghan refugees as a cover to send ISIS terrorists to Afghanistan. I share this concern.”

Khalilzad did not elaborate further, nor did he clarify who the “knowledgeable people” were.

The Islamic Emirate has long been known to fight ISIS and has in the past accused Pakistan of supporting the militant group.

In January, Afghanistan’s deputy minister of foreign affairs said ISIS was operating training centers in Pakistan.

Khalilzad’s remarks come amid intensified efforts by Pakistan to deport hundreds of thousands of Afghan refugees in the country.

Pakistan began deporting undocumented Afghans in October 2023 but following a directive in December, authorities ramped up the deportations from April 1. In the first two weeks of this month over 45,000 Afghans returned.

Russian embassy expresses concern over civilian casualties in Pakistani airstrikes on Afghanistan

The Russian Embassy in Afghanistan has expressed serious concern over the ongoing military confrontation between Pakistan and Afghanistan, saying recent airstrikes have affected civilians, including children.

“We are seriously concerned about the ongoing military confrontation between Pakistan and Afghanistan, which affects civilians, including children,” the embassy said in a post on X on Saturday.

At least nine civilians were killed and 11 others were in latest Pakistani airstrikes in Afghanistan’s Helmand and Kunar provinces on Thursday.

Muttaqi and DiCarlo discuss Afghanistan-UN cooperation

Amir Khan Muttaqi, Minister of Foreign Affairs of the Islamic Emirate, and Rosemary DiCarlo, UN Under-Secretary-General for Political and Peacebuilding Affairs, discussed the state of cooperation between Afghanistan and the United Nations, humanitarian assistance, and the needs of returning Afghan migrants.

According to a statement from the Ministry of Foreign Affairs, the two sides emphasized the importance of joint and coordinated efforts for the sustainable reintegration of returnees.

Afghanistan’s needs in the areas of climate change and water, increased cooperation in these sectors, and the regional situation were also among the topics discussed.

The two sides also exchanged views on ways to identify new opportunities within the framework of the Doha Process.

Afghanistan chamber delegation attends Turkmenistan Investment Forum

A delegation from the Afghanistan Chamber of Commerce and Investment (ACCI), led by Director General Sayed Karim Hashemi, attended the Third Turkmenistan Investment Forum in Ashgabat on October 1, 2026.

The forum was held at the invitation of Turkmenistan’s Ministry of Economy and brought together official delegations, economic and commercial institutions, traders, and investors from several countries.

According to the ACCI, participants discussed investment opportunities, economic potential, and ways to expand trade and economic cooperation among participating countries.

The chamber said its delegation used the forum to present Afghanistan’s economic potential, explore investment opportunities, expand export markets, and strengthen trade and economic ties with Turkmenistan and other countries in the region.

On the sidelines of the forum, Hashemi invited the Chairman of the Chamber of Commerce and Industry of Turkmenistan to visit Afghanistan at the head of a trade and economic delegation.

The invitation was welcomed, and the two sides agreed that the Turkmenistan chamber chief would visit Afghanistan in November 2026.
