Troika Plus reiterates support for Afghans following Islamabad meeting

Delegates who attended the Troika Plus meeting in Islamabad this week, to discuss the crisis in Afghanistan, expressed deep concern over the severe humanitarian and economic situation and reiterated their unwavering support for the people of the country.

According to a statement issued on Friday by the US State Department, Pakistan, China, Russia and the United States welcomed the Islamic Emirate of Afghanistan’s (IEA) “continued commitment to allow for the safe passage of all who wish to travel to and from Afghanistan and encouraged rapid progress, with the onset of winter, on arrangements to establish airports countrywide that can accept commercial air traffic, which are essential to enable the uninterrupted flow of humanitarian assistance”.

The delegates also called on the IEA to work with fellow Afghans to take steps to form an inclusive and representative government that respects the rights of all Afghans and provides for the equal rights of women and girls to participate in all aspects of Afghan society, read the statement.

Delegates also agreed to continue practical engagement with the IEA to encourage the implementation of moderate and prudent policies that can help achieve a stable and prosperous Afghanistan as soon as possible.

According to the statement, delegates “emphasized that access to education for women and girls at all levels is an international obligation” and encouraged the IEA to accelerate efforts to provide for full and equal access to education countrywide.

In addition, the delegates welcomed the international community’s urgent provision of humanitarian assistance to Afghanistan and expressed grave concern at the potential for an economic collapse and significantly worsening humanitarian crisis, and a new refugee wave.

In line with this, the US State Department said they called on the IEA to ensure unhindered humanitarian access, including by women aid workers, for the delivery of humanitarian assistance to respond to the developing crisis.

The Troika Plus also welcomed the greater role of United Nations as a coordinator in such fields as contributing to stability and delivering emergency assistance.

However, they condemned in the strongest terms the recent terrorist attacks in Afghanistan and called on the IEA to cut ties with all international terrorist groups, dismantle and eliminate them in a decisive manner, and to deny space to any terrorist organization operating inside the country.

Khalilzad questions Pakistan’s commitment to Afghan welfare

Zalmay Khalilzad, the former US special representative for Afghanistan, has questioned Pakistan’s commitment to the welfare of the Afghan people, citing Islamabad’s policies over the past three decades.

Khalilzad said in a post on X that Pakistani Prime Minister Shehbaz Sharif advocated for the rights of Afghan women during his speech at the UN General Assembly on Friday.

Sharif said: “Fundamental rights of the Afghan people — especially women and girls — must be respected.”

Responding to the remarks, Khalilzad said Pakistan’s policies over the past 30 years raise questions about Sharif’s commitment to Afghan welfare.

He cited Pakistan’s support for militant groups against US forces and what he described as the poor treatment of Afghan refugees as examples.

Khalilzad also said Afghanistan and Pakistan need and should have much better relations, adding that “a reset is necessary.”

India, UN envoy discuss Afghanistan’s humanitarian needs

India’s Foreign Secretary Vikram Misri met with the UN Secretary-General’s Special Representative for Afghanistan, Rabab Fatima, on the sidelines of the United Nations General Assembly.

Indian Foreign Ministry spokesperson Randhir Jaiswal said in a post on X that Misri underscored the need to keep addressing the humanitarian needs of the Afghan people as a priority.

Misri also appreciated the role of the UN Assistance Mission in Afghanistan (UNAMA) and reaffirmed India’s continued cooperation with the United Nations on Afghanistan.

The meeting comes as Afghanistan continues to face humanitarian and economic challenges, with international agencies warning of significant needs among the Afghan population.

Kazakhstan calls for coordinated international engagement with Afghanistan

Kazakhstan’s Foreign Minister Mukhtar Tileuberdi has called for pragmatic and coordinated international engagement with Afghanistan, saying the country’s long-term stability is closely linked to the security and sustainable development of Central Asia.

Speaking during the general debate of the 81st session of the United Nations General Assembly in New York on Friday, Tileuberdi said humanitarian assistance to Afghanistan remains essential but alone cannot break the cycle of poverty, displacement and dependency.

He said Kazakhstan supports a “pragmatic, coordinated and step-by-step” approach to international engagement with Afghanistan, with the United Nations playing a central role.

Tileuberdi also said Kazakhstan is working with the UN to operationalize the United Nations Regional Centre for the Sustainable Development Goals for Central Asia and Afghanistan in Almaty.

He said the success of the centre should be measured by the results and assistance it delivers to the region.
