VP Danish Says Parliamentary System not Applicable in Afghanistan

Second Vice President, Sarwar Danish says parliamentary system of governance is not applicable in Afghanistan and with existing situation it would lead to ethnic and partisan monopolization of power.

Danish made the remarks after hearing recommendations from a research team on the Afghan Constitution as well as on the judicial and executive branches at a gathering organized in Kabul.

The Second Vice President said that no agreement will take place regarding the implementation and replacement of the current system to parliamentary system.

He suggested that a semi-presidential system has the option of having Prime Minister position and implementing such system is “better” in Afghanistan.

“The presence of a Prime Minister with elected president, will lead to disagreement and lack of coordination,” he said.

He warned that the Constitution will not be amended, following the request of certain groups and individuals.

According to an agreement signed between the National Unity Government (NUG) leaders, Grand Assembly (Loya Jirga) should be held two years after formation of the NUG to change the Chief Executive position to Prime Minister.
