He also warned that radical groups were seeking to use Afghanistan as a launching pad to expand threats towards Central Asia and Russia.
The two sides also discussed regional stability, counter-narcotics efforts and security issues, with Russia acknowledging Afghanistan’s efforts in these areas.
Takal added that the Moscow Format meeting is scheduled to begin on Monday, October 5, in Moscow.
Lavrov said Moscow’s initial solidarity with Washington was also shaped by Russia’s own experience with terrorism, particularly in the Caucasus.
Kabulov added that Russia itself has no plans to deploy bases in Afghanistan.
