MEC Discloses Corruption Vulnerabilities In Interior Ministry
The Independent Joint Anti-Corruption Monitoring and Evaluation Committee (MEC) on Tuesday released a report of vulnerabilities to corruption within the Ministry of Interior (MoI), reflecting corruption in the ministry’s procurement, logistics, and human resources departments.
The report provides an overview of the key elements of procurement, logistics, and human resources management within the MoI, followed by a list of vulnerabilities to corruption.
The report also discloses five key problems in these departments:
Overly complicated processes for getting things agreed on and done, casual disregard for laid-down policies and regulations, interference in the decision-making and implementation process from outsiders, poor record keeping and filing and inadequate criteria for making decisions.
The report, however, does not have any figure, number or specific examples to show what the vulnerabilities are. But provides various recommendations to present, monitor and respond to each of the vulnerabilities to corruption identified within the Directorates of Procurement, Logistics and Human Resource of MoI.
“Much of the needed regulations are already in place, the institutional ethos is improving and the capabilities are evident. What is needed is the will within the MoI to make ‘their good better, and their better best’,” part of the report said.
This comes as, on 8 May 2017, President Ghani called MoI “the heart of corruption in the security sector” and said cleaning it up would be his focus.
Since then the MoI has been run by at least three ministries including Wais Ahmad Barmak, Amrullah Saleh and Major General Massoud Andarabi who was appointed as Acting Minister of Interior on February 11.

The Ministry of Mines and Petroleum of Afghanistan has signed a 30-year agreement with a private company to extract marble in Daikundi province.

Analysts further note that the project will improve local infrastructure, expand social services, and enhance the economic and social well-being of Daikundi residents.
Since the return of the Islamic Emirate to power, efforts to develop Afghanistan’s mining sector have intensified, with multiple contracts signed in areas including cement, copper, iron, and lapis lazuli, involving both domestic and international companies.
