The war in Gaza began after Hamas-led militants killed 1,200 people, most of them civilians, and seized 251 hostages in their attack on southern Israel.
Netanyahu said the attack was "entirely justified" and was ordered after the Jerusalem attack and the deaths of four Israeli soldiers in Gaza.
Much of Gaza has been reduced to a wasteland during more than 21 months of war and there are fears of accelerating starvation.
